【新経済圏『IPEF』発足】

世界GDP約4割の規模.
 米国主導の新経済圏構想『インド太平洋経済枠組み(IPEF、アイペフ)』が発足した。
 これまで、日米豪印韓や東南アジアなど計14ヶ国が参加。世界の国内総生産(GDP)の約4割を占める規模で、中国に対抗する貿易モデルを目指す。

韓国、 参加以外の選択肢はない.
 『米国重視』を鮮明にした韓国新政権は、米主導の経済ブロックへの積極参加を通じ、国際社会での存在感を高めようとしている。
 最大の貿易相手国の中国の反応について、韓国メディアの見方が割れている。
 保守系の朝鮮日報は、「米国に安全保障を依存する韓国として、米国主導の経済・安保ブロックに参加する以外の選択肢はあり得ない」、とIPEFへの参加を全面的に支持した。
 革新系の京郷新聞も、「新たな経済秩序の規範を作る創立メンバーとして参加した以上、相応しい活動で国益に資するよう期待する」、と述べて参加に理解を示した。
 革新系のハンギョレ紙は、韓国の輸出入の4分の1を中国が占めている点を挙げ、対米依存を深める事に警鐘を鳴らす。
 韓国大統領府は、「中国をサプライチェーン(供給網)から排除する議論はない」、と中国への配慮を示している。

不満くすぶるASEAN.
 東南アジア諸国連合(ASEAN)加盟国は、米国市場進出を狙うが、米国は国内産業保護の観点からIPEFに関税の撤廃や縮小を盛り込んでないので不満なのだ。
 IPEFにはASEAN加盟10ヶ国のうち7ヶ国が参加を表明した。
 7ヶ国をIPEF参加に動かしたのは、米国への期待感がある様だ。米中間で利益を最大化したい考えが強く、中国一辺倒になる事に警戒感がある。
 加盟国の有識者を対象にした調査によると、東南アジアでの「米国の経済的な影響力拡大を歓迎する」、とした回答は68・1%で、「中国の拡大を歓迎する」とした回答(35・6%)のほぼ倍だ。

インドネシア紙は、「お笑い種だ」と批判.
 ただ、IPEFの中身には懐疑的な声が強い。特に参加国のインドネシア紙ジャカルタ・ポストは辛辣で、「殆どお笑い種(ぐさ)だ」と批判し、米国がASEAN加盟国を招待したのは、「対中包囲網に参加するよう促すためである事は明らかである」と断定。
 同紙はIPEFに参加しても関税障壁が残ると見られるため、参加国のメリットは薄いと強調しており、また、「インドネシアやASEANが必要とするのは市場であり、お説教ではない」と断言し、IPEFを通じた市場開放を求めた。
 シンガポール紙ストレーツ・タイムズ(電子版)の評価はもう少し冷静で、「IPEFの魅力は一見しただけでは分からないかも知れない」とし、「オープンで包括的かつ柔軟な貿易枠組みは、経済面でのメリットをもたらす」と強調。
 懸念材料としては、「将来の米国の指導者がIPEFの枠組みを尊重するのか、という点だ」と指摘した。
 米国の東南アジア戦略は、政権による振れ幅が激しい。一貫性のない姿勢は加盟国に不信感を植え付け、中国の影響力拡大を許す遠因となっている。
 米国が魅力的な実利を提示しつつ、如何に継続的に東南アジアと向き合うのか、加盟国は、米国のアジア関与の“本気度”を見極めている。
